The draft State Budget for 2019, revised on the basis of the Budget Conclusions of the Verkhovna Rada, turned out to be less predictable.
1. Of course, no funds were added to the National Research Fund. There is a little more than UAH 262 million left. Maybe enough to start. There are no free funds in the budget. But read on.
2. National Council for Science and Technology Development. No changes: UAH 0.5 million. There is no need to talk about analytics and full performance of functions under such conditions.
3. No funds were allocated for the car for the Presidium of the Academy of Pedagogical Sciences. Yegor Stadny did not allow insanity to come true, for which I thank him very much.
4. In 2019, UAH 50 million is again optimistically pledged to ensure the functioning of the Innovation Development Fund. Let me remind you that this year these funds simply went down the drain, because the fund did not exist and does not exist.
5. The most interesting. The Verkhovna Rada proposed to the Ministry of Finance to resolve the issue of financial support for expenditures for the establishment and operation of the Fund of the President of Ukraine to support educational and research programs for young people.
Decided! There was 1 billion hryvnias.
Imagine, it turns out, was a free billion for science, just not noticed at first.

I would like to know from Oksana Markarova what is the justification for this amount of expenditures on the President’s Fund.
From the point of view of process logic, prospects of building viable institutions of a new type and ensuring changes: it is very sad.
As for the government’s ability to implement its reforms: it is simply unsatisfactory.
In terms of the appearance of an additional player in the field of competitive funding of science: very good.
It would be even better if it was a player of this scale on the basis of extra-budgetary, ie private funds. But as it is.
From the point of view of the quality of the procedures of this fund and their transparency: it is currently unknown. The draft regulation is being prepared by the Ministry of Education and Science. The president gave a month to develop the regulations. For now – silence.

Information about competitions for the directorates general of the Ministry of Education and Science has already appeared in the depths of the MES website. Let me remind you that they will include, in particular, the Directorate of Science, the Directorate of Innovation and Technology Transfer and the Directorate of Strategic Planning and European Integration.
In short, the main function will be to provide analytical support for reforms in relevant areas. It is important that the reform of the state government promises significant changes compared to the current state of affairs in the civil service (from changing functions to the unloading of documents), including competitive salaries.
The first wave will be recruiting CEOs, ie heads of these new units. Submission deadline: October 2. Then – state experts in relevant fields and heads of expert groups. Think, disseminate information, follow the Public Administration Reform. It is very important that professionals interested in the development of Ukrainian science come to these positions.
There are risks at once.
For example, the composition of the competition commission and the obvious conflict of interest with those civil servants who currently work in the Ministry of Education and Science and have the right to apply for the competition. Or the composition of the competition commission and conflicts with individual experts and public activists.
To some extent, this is balanced by the procedure of the competition and the involvement of external experts in the work of the commission. But to what extent can all this together guarantee the objectivity of selection? One thing is clear, we need to pay close attention to this process.
Or the risk that great professionals will pass, but their work will not affect the decisions of those who hold political office. Or they will be forced to give not an objective analysis of possible options, but arguments for ready-made political decisions.
And this list of risks is not exhaustive.
On the other hand, it is a real attempt to change something in the work of the government. A real step towards improving the quality of public policy making in relevant areas. A real opportunity to join this process for professional people with non-trivial experience from outside the civil service.

Hooray! Grief from the shoulders.
While we were thinking about how to make sure that the modest 200+ million hryvnias allocated to the National Research Fund did not burn in the fire at the end of the budget year, we write lab report the decision came from the most unexpected source.
Everything is very simple.
Last year, UAH 1 billion was allocated for the phrase “Fund of the President of Ukraine for Support of Educational and Scientific Programs for Youth” under the Christmas tree in violation of all procedures in the State Budget-2019. As of September 27, 2019, these words have not received any real content, and the funds were dust.
But today the Decree of the President of Ukraine №718 / 2019 came into force, according to which the almighty Cabinet of Ministers must “develop and submit to the Verkhovna Rada of Ukraine bills on:
amending the Budget Code of Ukraine, defining a mechanism that will ensure the accumulation of unused in previous budget periods funds provided to finance support provided by the President’s Fund for Education, Science and Sports, for use in subsequent budget periods, taking into account their purpose ; amendments to the Law of Ukraine “On the State Budget of Ukraine for 2019”, providing for the crediting of the balance of the budget program “President’s Fund for Educational and Scientific Programs for Youth” at the end of 2019 to the special fund of the state budget and its storage in special accounts of the state budget fund for the implementation of expenditures for financing support provided by the Fund of the President of Ukraine for Support of Education, Science and Sports in 2020, as well as to include during the finalization of the draft law on the State Budget of Ukraine for 2020 provided by the Fund of the President of Ukraine for Support of Education, Science and Sports, regardless of the planned amount of budget allocations under the relevant budget program for 2020. “
Thus, when the Cabinet of Ministers develops appropriate changes, then through whom it will be necessary to simply add the “National Research Fund” – and the problem will be solved.

P.S. Yes, the reincarnation of the President’s Fund also includes sports in the name. In addition to the areas to be funded, the celebration of sports achievements of athletes and their coaches, the promotion of sports, sports science and medicine in Ukraine and the promotion of a healthy lifestyle have been added.
By the way, the participation of the Ministry of Education and Science (not to mention the Scientific Committee of the National Council for the Development of Science and Technology) is not envisaged in the development of the Regulation on iteration No. 2. It is simply stated that it must be submitted by the head of the Office of the President of Ukraine.
And the cost of this progressive initiative with no regulatory framework and unannounced procedures for the allocation of funds and decision-making for 2019-2020 – 1.5 billion hryvnia.
